It's almost too complicated to explain but basically came down to grades and percentile results on a standardized california wide test (CTBS).

So a 67 was like all As and one B, or all As and a 97th percentile on the CTBS test.

Meanwhile a 59 might be more like a 3.5 GPA and a 92nd percentile result.
