Ok, yes. We have discussed that and it comes down to not wanting to make that choice for the community.

People here have communities that are still on Twitter. For some communities, picking up and leaving is not as easy as it might be for others. It doesn't do anything good for those communities to have us come in and unilaterally tell them what to do or to disrupt people's access to them.
